Home Depot or Lowe's have voltage testers. When they either beep or light up, the wire is live. Then it's a matter of finding what breaker it's on to shut it off. If you are doing electrical work, please us a professional! This is nothing that a home owner should play with. It takes only 100mA to stop your heart.
Assuming that you do not have or know how to use a volt/ohm meter: Buy a small voltage tester in the electrical section of hardware/big box store. They are only a few $$ and look like a fat plastic pencil with a plastic tip that will fit into an electrical plug. The tester will light up and beep if the wire is hot. For ANY test: always check a known live circuit before and after your check of your suspect wire. This ensures your tester is working and stays working during the test of a wire. Never touch a wire until you confirm that it is dead.
A free test of an outlet to determine if you have the right circuit breaker is to use a radio, fan, or lamp. Same process as above: Ensure your test device is on, turn breaker off, verify the device turns off, then you can cycle breaker on and off to ensure device comes back on and off.
