Hi Brenda. I would contact your phone company. I had this happen and it turned out that there was a birds nest on the phone pole.
no it is not call your telephone company it is in the line
it may be the phone line coming into your house. You might have to have the telephone company do a test
Call the phone company. They can check the line from the pole to the house. There should be no charge. If they determine it's inside the house then they will charge if you want them to repair it. 98% of the time it's the outside wiring if no one did anything to the inside.
Sometimes a cordless phone will cause static on the line. Unplug all phones from the jacks and the outlets. Plug in a corded phone and see if the static goes away.
If not unplug that phone. Locate the main terminal box on the outside of your house. Open the door and look for a phone jack. Plug in a corded phone. If the static goes away the problem is inside. If you still have static the problem is with your outside line.
You may have moisture getting into the line. When the phone company comes out, watch carefully. We've caught many technicians claiming it was inside the customer's house. Fortunately, we had verified previously that it was not inside. This is a very common ploy. If you can, get someone to test it ahead of time.
We have had problems with mice making a home in the black box up on the pole. The phone guy would open it up and discard the residents . Give you phone company a call.
