How can I fix a bedside cabinet top made out of particle board?
The cabinet top is not solid wood (particle board) and it is flaking/peeling/splotchy and down right not nice. Any suggestions to make good will be much appreciated.

Just paint it! Wash, let dry, prime then paint!
My parents had a table in their cabin that had a damaged top. They covered it with parquet floor tiles and it looked good. I'm not saying this would be foolproof; you might have to trim some edges. The home improvement stores sell flooring by the bundle that covers from 13 sq ft (3'7" by 3'7") to over 22 sq ft. A Habitat ReStore in your area may have smaller batches of flooring that can be utilized.
good coat of paint might do the trick!
