What is the surface? Wood veneer? Plastic laminate? Melamine? Solid wood?
Wood veneer can’t be sanded down,
but the plastic laminate can and the melamine can be. Then both them will have to be filled and sealed and then refinished with something like a plastic laminate paint system.
Solid wood can be sanded down too.
Im talking about a 4” belt sander with varying degrees of grit.

Assuming it's a wooden table, put a wet towel on the floor, (over some plastic to protect the floor If necessary). Place the table upside down with the warped section on the wet towel. Put weights on it to make sure contact is maintained. Leave for several days. Check to see if the warp has flattened out. If not, repeat.
