I would use Bondo (auto body filler) to repair a chip. Use Sharpies to color.

There is a putty for laminate called seam fill. It comes in different colors, but can be mixed with different colors to make a specific color too! If your counties have a pattern look to them the chip is easier to hide. Solid colors take more effort sometimes to get the color spot on! By chance, if you still have the chip that came off take it to a flooring store that should also sell laminate and hopefully they can help you get the right seam fill you need. This seam fill dries extremely hard and you’ll want to have some lacquer thinner and a rag to lightly wipe off any excess filler before it completely dries. Just give it a few minutes after filling the spot and lightly wipe the area. There are at least 3 brands of Plastic laminate. Formica is one of the brand names that many people think all plastic laminate is called Formica. But it is not! There is also a Wilsonart brand and a Nevermar brand that are all readily used that all basically look the same for the most part. Just some variation in colors and patterns is all that’s really different! If you know what brand of laminate you have that can help getting the right color filler, especially if you know the name and brand. Example Wilsonart Almond glaze Or Nevermar Burnt Orange! Each brand has different names for each laminate! The filler comes in small tubes, take a scrape piece of plywood or plastic laminate if you have a small scrape piece and a putty knife to mix colors on if you can get the right color to custom mix your own color. Work fast mixing it cause it dries very fast! Get your color right then take your putty knife with the seam fill on it and wipe it over your damaged area to smooth it out with just a little excess higher then the counter top and let mostly dry. When it feels hard to the touch take a cloth with lacquer thinner and gently wipe the filler area till it’s smooth with your countertop! Then your done, hopefully no one will see where it was ever damaged when your finished

You should be able to fill it with a filler and then paint over it to match the color of the counter
