Glue injected into the joint and a clamp till it dries. Otherwise , they make a product called chair lock that will swell the wood , inject it into the joint with a syringe , and clamp till dry.
wood gorilla glue .....tie a rope or string around them to hold them together until the glue dries
Take them apart of you can...may need to tap apart with a hammer or mallet. put wood glue in the hole and on the end of the bar. Put back together and tap with mallet until tight. clamp if possible for extra tight fir. glue should dry overnight
I would also check to see if the legs themselves are screwed in tight enough (if there are screws that is!)... If they're loose it may cause the connecting bars to also be loose
