you could try fabric glue to secure the pealing parts, or slip cover the chair.
You can take the back off and go and get some material that we'll look good and cut it about 1 inch bigger all the way around the pattern that you already have. Then put the material down under your pattern that you have ( put the printed side down on the table) then put your pattern on,top of it. Then take a glue gun and glue them by taking the inch over on your pattern to make it all one piece. Then stable it on the back of the chair. What would look great is to get the nice,looking push tack and fasten it back on. I hope it well help.
I really don't think you can fix it
Tammy is right. 'Fake' leather is vinyl by another name. The peeling means that the surface plastic is worn off. It can not be fixed. The whole piece needs to be removed and replaced.
