Hello are you speaking of your chairs paint finish or of the loose glue joints? More information might be helpful to give you replies that you will find helpful.

Is it the wood (frame) that is cracked or the upholstery fabric (such as vinyl) that the chair is covered with ?
You need to hydrate the wood with some oil or wax.

If it's cracked to the point of instability, some of the wood may need to be replaced
If the fabric or stuffing of the chair is dried and cracked then reupholster it with new stuffing and fabric. If the wood itself is cracking that might involve replacement or gluing. If the finish of the chair is breaking down, then strip (Citristrip), sand refinish or paint.
Cracky or creaky. You could use Liquid Gold if the wood is dry. If it is creaky you can add glue to the joints to keep it from creaking.

Hi Billie, you may need to glue some joints if they are creaking, and oil the wood with a nice tung oil. If it is leather, you may need to a coating of leather conditioner over the entire surface.
