Wood filler usually has solvents like acetone or toulene in it, not water. Once the it's dried up nothing you can do to bring it back. I have tried!

Try finger nail polish remover
Add a small amount at a time and mix as you add the remover.
Wood filler is cheap! Buy a new can! One can carry "fixing" a problem too far. You will save yourself an IMMENSE amount of aggravation.
