What's the best way to even up cement porch and walkway?

Think the people did not mix in enough cement. Now the cement is crumbling up, making loose small stones. Everyday I need to sweep otherwise my whole house is full of small stones. Can I just cement over this?

The cement is crumbling because the mix of water, cement and whatever else was used was incorrect. The best way is to take up the rest of the cement and start again. If you don't you will have a crumbling base under new cement.
