How old and in what region of the world is the house? Generally, concrete more than 60-70 years old probably due for removal and replacement (sooner in cold climates).

Hi Kelly would it be possible to add another lower step before it so that cement step had a step up to it? otherwise.... cement is pretty tough to modify.

Can you have another step installed in front of it? Made of cement of bricks?
