Wood glue and finishing nails. May need to touch up the paint too.
Make sure that if there is wood underneath, that you clean it good with a wire brush to make sure it isn't rotten. Then I'd use wood glue and maybe some finishing nails. If areas of the wood need to be filled in, you might try small pieces of wood or tooth picks.
