Its possible on the outside of your house but you need to be careful to let it dry
Nooooo! This means water is getting in somewhere and may be rotting your wood underneath siding and/or creating mold and mildew. I would have a roofer or construction guy look at this sooner than later.
Should never be water behind siding. Sounds like the flashing is missing or damaged somehow. Definitely needs immediate attention.
