What is the best solution to repair an old crumbling sidewalk?

I have a hundred year old house and the sidewalk around the house is about that old. Worn down to rocks and pebbles that are painful to walk on! I don't have the means to tear it out, but want to resurface it.

Consider placing slate over the top, or concrete bricks or stepping stones. You have to either do it or don’t. NO shortcuts. Sorry.
