Hello Bre can you post a photo of your situation? What it be possible to build some decking over the sloped area? At one prior residence we built decking over some concrete stairs and that was our effective way of eliminating the step down.
If you can dig under and jack it then shim is what I’d recommend but you need to support the jack spot to distribute the weight
