the odor is probably coming from the floor under the toilet. You will have to remove the toilet and treat the floor and sub floor with a product for urine smells.
The toilet itself is most likely NOT the problem.... your wax ring under the toilet may be leaking (you will need a new one, once you pull up the toilet, anyway)... or the connection to the sewer or septic may be loose or broken... the sewer line may be leaking... The urine smell may also be in the flooring itself, due to the possible leaking... The first step is removing the toilet, and you may need a plumber to check the sewer lines and connections (and to do the repairs if needed).
Sounds like the wax seal is damaged. Remove the toilet and install a new seal. Call a plumber if your skills/strength aren't up to the job.
Perhaps you are smelling urine that has run Under the commode. Try putting caulking around the bottom of the commode.
Had knee surgery year go, replaced mine with higher one easier for my knee, also uses less water; don't know why all of them are not like this.

Try pouring some vinegar in the tank & clean the bowl w/1 c vinegar & some baking soda. Let it sit overnight. Hope it helps!
I doubt that the toilet is the culprit. I would say the the floor around the toilet may need cleaning and be disinfected. The wax ring creates a seal between the toilet and floor to prevent water leakage. If there is no water coming from under the bottom of the toilet when flushed then the wax ring is fine. If it runs sometimes after a flush then the flapper may not be sealing properly. Check that there is a little slack in the chain from the handle to the flapper. Also make sure the handle moves freely when you flush.
im having the same issue, tho I live in an apartment. I scrubbed the ever living love out my bathroom, but I still get a faint whiff of what little boy urine smells like! Don’t mind me tagging along for answers on this one!
Is there enough water in the toilet bowl? And do you flush right away when you or that person gets done urinating? For an instant before flushing, I guess you could have a smell. Do you have a rug in front of your toilet....sometimes "drips" hit the rug and smell? I hope you get an answer.

At one of the homes I lived at I had the same trouble, the previous occupant was a young Bachelor that wasn’t particularly concerned with obsessively cleaning, as soon as I moved in I cleaned the toilet/bathroom multiple times, and continued to smell urine. Because it drove me insane I ended up looking underneath the rim and to my horror there was SO MUCH...grossness. This is where the smell was coming from. Maybe this is the same for you. Good luck.
