How do I fix a leaking hose bib?
Can this be fixed by without replacing the whole bibb and pipe? The leak has gotten faster over time.

If its the actual turn handle that's leaking you can unscrew it and replace it
It could be just a washer inside that needs replacing.
Yes it can. The first thing to try is tightening the screw that holds on the handle and the packing nut, which is the big nut behind the handle. If that does not work, you need to take it apart. Find the shut-off inside your house. Remove the screw that holds on the handle and the handle. Remove the packing nut and the stem, packing material, and washers. You may have a bad washer. Take the parts to a plumbing supply store and see if they can replace them. Below is an image of one similar to yours, but they are not all exactly the same, especially the older ones. You may have to replace the whole faucet.

I just added one of my own and was shocked at how easy plumbing has gotten with the advent of shark bite parts. You simply cut the copper piping with a little 4.00 cutter tool, then stick on appropriate for the task shark bite until it catches, presto, you can add a new faucet, repair a leak, whatever you need. Plumbing used to be such an art but now they've made it easily doable by ordinary homeowners. Armed with that knowledge and a little time on YouTube, I was able to plumb my own new bathroom in by myself, also added a galley kitchen in my new basement, plus a new hose spigot outdoors at the same time. I am a 60 year old partially handicapped woman so if I can do it that easily, most anyone else can too!
