Try pouring 1/2 cup of blue Dawn detergent in, wait 10 minutes, pour a little warm water in, and see if it will budge.

Unplugging a Clogged Toilet
Do not use stuff like Draino and Liquid Plumber. Many people have success with baking soda and vinegar. I just keep using a plunger til I get it. When desparate I get a closet auger. Muriatic Acid is also a last ditch effort; available at hardware stores. Probably have to ask for it. Read directions and follow closely. Use only when nothing else works. I have also had some success with a bucket of water poured in quickly as possible.
Stopping up seems to be a Low-Flow toilet problem.
Try squeezing some shampoo or dish soap into the toilet and then about a half gallon of Hot water, let sit for 15-30 minutes than flush if it starts to get full plunge,it should unplug the toilet.
