Where it is at makes no difference, the treatment is the same. Get one of those plastic rods with the things that catch the hair, they are really cheap and work really well. Once you have gotten as much hair out as you can, you need to get rid of the soap residue gunk that is left from accumulating with the hair. Put at least a quarter of a cup of baking soda down the sink drain, pour straight vinegar over this, I usually use between half cup and whole cup. Let it sit for about ten to fifteen minutes to bubble away the gunk, then rinse all with about a gallon of boiling water. The problem should be gone, if not try once again to make sure. If that doesn't work you may need to have it snaked because the clog may be too far down the pipes. Been there, done that with a kitchen sink. The clog was almost out of the house! Good luck, this is an easy fix and should have the sink emptying in no time.
You can buy a plastic drain cleaning device at Home Depot for about $3 that you can use to remove hair and such from the drain. It is about 2 feet long and has hooks to grab the hair.
If that don't do it use a couple tablespoons of baking soda dumped into the drain and then pour a cup of vinegar down the drain. Follow by hot water.
if you are talking about a stopper or plug that is stuck in the tub, try using a plunger, the suction will sometimes remove it when it is dry
