You could have a vent pipe which may be blocked or there is not enough water in the tank to give it the proper flushing action. Sometimes if you quickly hit the flusher, it does not give the flapper in the tank enough time to open properly.
Check the level of the water in the tank. Your flapper could need adjusting. You can shorten or lenghten the length of chain in there so the water level gets higher in the tank so more water rushes through when you flush
You may have one of those low flow toilets. Works great until you put in something more than fluids. I have to plunge mine every time I have BM or use just a little too much (to it's idea). TP
