If you have no plumbing experience, yes.
An experienced do-it-yourselfer might be able to do it but you won’t have water during the process and it will probably take 5 trips to the hardware store.

If you're already very handy with plumbing, and you have a loop where it connects to the house water system, then carefully try it. It requires cutting pipes and saudering them back together. In my humble experience, anything that requires turning off the entire house water supply should be handled by a professional. Also, you're going to need to be absolutely sure there are no leaks before you turn it all back on.
You need to know what you are doing.
