Train your dog. Plain and simple. There are hundreds of methods on the internet, just Google. He is marking his territory. It's instinct. We have a rescue adopted in October and are going through the same thing. They sell a product called "bitter apple" spray. It works on some dogs, some it doesn't, depends on the dog.

Need a training. Also too late for your rugs and carpet, need to replace. The old urine smell will keep him going to them.
Had that problem with my six month English Bulldog,,Puddle pads were just a toy for him to chew upI I bought Arm and Hammer Carpet Fresh at Ralphs, mainly just to alleviate the odor,despite having had my carpet cleaned three times in as many months!Little did I know,or expect, my dog completely stopped peeing in the house after just one application! I sprinkled it all over carpet and rugs, directions said to vacuum it up after about 15 minutes,but I just left it on,allowing it to penetrate down deep into carpet and rugs! When I did vacuum,I again reapplied!...Also bought a Bissel carpet cleaner,cheaper than paying for the service,use only one part ammonia to 7 part water,and it eliminated all of the stains too on my very light cream colored carpet without soapy residue! So happy, house always smells so nice now,and dog has only had a couple of accidents when I couldn't get him out in time!! Worth a try anyway!! Good luck!!.....
