I covered an an laminate counter with quikcrete. I've seen others use it for ceramic tile too. Here is a peek if you'd like to see how it turned out:https://www.hometalk.com/diy/kitchen-dining/kitchen-dining-furniture/changing-up-an-orange-formica-countertop-with-concrete-18147786?r=2

Make a frame around the countertop a little larger than the top.

mix and pour cement. Leave it cure fir 3-5 days depending now thick you make it......then sand and seal. I did around my sink in the laundry room and it worked wonderfully.
