How do I repair the plastic tubing around the outside of a suitcase ?

My suitcase is only 2 years old and in very excellent condition the plastic on the wire is half off on the outside it’s like dry rotted from being in the attic a year what can I cover this wire with and how to fix

Not sure what it looks like, but maybe colorful duct tape. That stuff works for everything.
Would it be possible to glue the tubing back in place? Gorilla glue would work great for this purpose.
I hate to say this, but it’s done. Go to TJMaxx or wherever and bite the bullet and get new. With wheels that turn every which way.
