Or you could add some insulating foam strips from the from your local hardware store.
The link to my site included information about making a draft stopper out of long tube socks and rice. But this would only help if the draft is coming in along the widow sill ledge. If it is coming in at the sides or top or the mid joint, the foam tape is a better solution.

Caulking would be my go to advice. Get the exterior version like this. You will need a caulk gun. I smooth with my finger.

Hi! Are you able to caulk? There is also caulk in tubes for those of us who aren't handy with a caulk gun. Weatherstrip makes a huge difference. I have used vinyl window kits that are easy to apply with the tape they come with. Add an insulated curtain and you should feel much warmer. Good luck and stay safe!

Use an expanding foam. Then shave it down when hard and then paint it. You could stuff the gaps with Newspaper or use a foam draught strip. Best wishes.
Re caulk all of the edges. Putty where the pane of glass touches the wood. Plastic, vinyl or aluminum should not leak there.
