Scrape away any rotted sill and fill with a wood filler. If the gouges are deep, then fill slowly so that the filler has a chance to dry properly. When level again, sand off, prime and then paint.

There is a product that I get for the same type of project at Woodcraft. It is called Sculp Wood. It has two materials putty like products that you mix together and apply to wood. I assume they are just beat up and not rotted? you can apply the Sculp Wood and it will look like new. If there is rot, there is a product by the same company called Rot Fix. Also two products you mix together and, after you have removed all of the rotted wood, apply this liquid to give the wood a hard surface. It prevents further rot. Then apply the Sculp Wood. I have a very old house and these two products, when properly applied, can restore any wood. www.woodcraft.com
