Why is it wet? Needs to be totally dry to apply anything.

First question? Why is it wet on the bottom? Maybe when it is dry, paint it!

If solid wood - rub it down and re apply finish. If a hollow door, you could try rubbing it down but if it flakes etc. Then you will need to fill hole with polyfilla - Sand then refinish as before.
