When were they installed? What kind of windows are they? Can you tell where the air is leaking in? Is there still a warranty? Sounds like they weren't installed and sealed properly. Can you call the company that installed them?

Caulk around the window frames. You can buy a good caulk which you can paint or a clear one that you will not see.
