Do you have a gutter to lead the water away from the house and foundation?
Do you have rain gutters? That is what I would install to divert water away from the structure.
Yes, I would install rain gutters and have the downspout direct the water away from the driveway.
I don't know where you live, but I would start a rain catchment system and have gutters all around your house going to it - free water for your garden during the summer. You obviously have water coming from your roof that puddles there, damaging the wood. You could also replace the wood trim with an engineered wood product - http://www.decorativesurfaces.org/products/engineered-wood-siding-trim.html - to help keep this from happening again.
Divert water away If possible. Keep exposed wood painted and caulked.
Perhaps you can chisel rot out and reapply pressure treated wood patch. Weve done that to our front door frame rot ( non structural), or chiseled out small areas and patched defect with epoxy putty.
Definitely, diverting the water is top priority. Gutter with extensions to get the water away from the garage. You can get composite to put around the door, it doesn't rot. And is very low maintenance. We live at the beach and sometimes get a little flooded and that's what we use.
Just replace the bottom foot of the trim with a man made no- rot trim you can get at your local box store.
