How do you insulate a basement window that has a window well?
The glass is probably original and I can't afford new windows. I plan on cleaning them and then caulking but I wish I had a 2nd pane to keep out the cold air.

Put up innerlined drapery. That's what our grandparents used, works amazingly well and is not ugly or tacky like the stretch plastic. Also blocks out the heat in summer, adds color designer look to your room. Win, win.
Some people buy the window treatment kits to put up a clear plastic window cover to seal off the air flow in older homes around the windows. Others in severe cold areas like Montana or anywhere in the Rockies even put bubble wrap on the windows with clear packing tape and leave a 6 inch strip vertical or horizontal to be able to see out but seal off most the window heat/cold exchange in severe weather. Others use lined drapes to help keep out the heat or the cold.
My husband is from Minnesota, and they use those kits with plastic liners for windows. I also did a DIY for thermal, insulated window shades when we lived in an apartment with awful windows.
