Sounds like moisture is the culprit. You need to dry it out and seal the wood.Helpful Reply -

I agree with Dave, sounds like for some reason moisture is getting into the wood. You'll need to remove the paint, find out why it's getting wet and stop that. Check for places outside that might need caulked, or see if rain is settling somewhere outsideHelpful Reply -

Remove the paint with a paint remover, getting as much old paint off as you can. Put plastic wood, which comes in a tin or tube in the cracks, let dry properly. Sand over all and then prime and paint.Helpful Reply -

after sanding and repainting window sills, try putting a coat of minwax on them.Helpful Reply -
