narrow strip of felt under the window. Can you cover the whole thing with plastic? That would stop heat loss. -

Use those foam pipe insulators, just cut them to fit, did this with my old windows where the draft was coming in where the two windows meet. I didnt have to staple them, just squished them into the gap, but you can staple them if you decide to put them all around the window -
