Any ideas to recover these steps without breaking the bank?

The walls are plaster and very old. I looked into having new stair treads put on but that is very expensive. Also this is our only way to the bathroom and bedroom so they can’t be out of commission. Any ideas on recovering or somehow fixing them up? It is very easy to fall down these steps so anything that is a tripping hazard is totally out. My husband has some carpentry skills but these make him very nervous to try. Thanks!
Put wall paper or contact paper on the back part of the step, and paint the stairs the color that's least in your paper pattern. This will bring out the contrast of both the stairs and steps.

I would paint the stair fronts with a vinyl textured paint that looks like stucco (Lowes sells a great one by Valspar in "Sandstone") and stain the treads a darker shade. Would look so elegant and high-end.
There are new press in place tiles availale now that would look fantasic on the riser part of the steps. Depending on the colors in the tiles you could then repaint the steps and gave a totally custom look.
I like the look of the tread being stained dark and the riser painted white. I also think it would be nice to put a small built in book shelf just on the other side of the hand rail. It could be done easily. Stain the wall dark then make the sides and the shelf’s and stain them as well. Put a light hidden with a at the very top of the book case under the valance. My sons staircase is just like yours, so I actually have seen the way it would be.
It seems adding any type of carpet to these steps may increase your chances of falling.
For safety, I would consider putting a second railing up the opposite side. I would also put some sort of grab bar where the wall ends. There are also clear strips that can be placed on the step to increase traction. see below.
I think painting the entire staircase white, then either stencil, use peel and stick vinyl decorative tile or any other design you like on the riser portion. The peel and stock is easy to use,easy to remove and replace if you decide I needs to be. I would keep any design simple since the stairs are small and no landing connecting top and bottom level.

Treads are probably solid wood. Sand off the old paint and apply a couple coats of varnish to the raw wood. Sand lightly in between coats. Leave risers white color.
Paint the stairs, add either runners or Stencil the Risers or Paint the risers a solid color or 2 contrasting colors.
You might be able to sand and stain them. If not, you can paint them. Go with a wood tone on the treads and a different color on the risers.
