Yes, it can be done but there will be some uneven heights of steps for bottom and top step. The bottom step will be higher due to the depth of board on first step but then the distance would be the same. The last step will be a shorter height for the same reason - the flooring of deck did not increase yet the step did due to covering concrete.
First video only covers the risers so found another installing the stair treads.
