Where are you hoping to build the steps?
What type of material are they going to be connected with, on both the high end and the low end?
If you could post a picture of the exact place where you would like the steps, we would be better able to advise you on the best approach to the project.

When we built our brick steps, we took photos of steps we liked and used as a pattern. I have 3 brick high. You lay the entire bottom layer far enough out to accommodate as many steps as you need. For 8” I think 2 courses high. Then lay the 2nd course on top of the first. You will also need to decide if you want a landing on top or just steps.
You. Oils use cinderblock side ways and stack them
Is the 8 inches the total height or just the height of one riser? How deep is the step (s)?Either way, 8 inches is a tall step. There are ways you can make it shorter. Most building codes do not allow for steps to be more than 7 1/2 high. Make sure the overhang is no more than 1/2 an inch on an 8 inch step or you will create a tripping hazard.
Check the permit requirements and any the local building codes before starting. Good luck!
Brick laying is a trade craft. It takes time and you have to be patient. Heres a page that may get you started
