How to add weight to a foam bath mat?
My mother in law is elderly and walking is a challenge, she is in an elderly assisted but independent facility. she needs a bath matt and the ones she fell in love with and purchased are too "light" meaning they slide a bit and not a heavy enough matt like the kitchen gel matts. she spent alot of her modest monthly budget for them and is heartbroken that she can not use them, is there any way to add weight/backing material that can stabilize them enough for her to use? let me mention that some times there is a cane or walker needed.

There are mesh products out there for lining shelves as well as for sliding rugs. I would try gluing a piece of that to the underside of the mat.
I agree with Judy, I would flip the rugs over and use a glue gun to attach a rug liner to them. Their inexpensive and, once dry, both the liner and hot glue will act to help grip and weigh the rug down.
I don't know about weighing it down, but there are products that are grippy, either tape or velcro, that will keep the mat anchored to the floor. I believe one is called Hold-It. Try Amazon.

Instead of a bath mat why not look into bath strips that you attach to the tub itself? Perhaps the bath mats could be used else where else like a throw rug in the bedroom I understand that she wants to use this somewhere but perhaps the tub isn't the best area.

You can glue grippy shelf liner to the back of the mats.

Use Super 77 spray glue. Spray the mat and the shelf liner. Once tacky to the touch place the liner on the mat. You can also use ribbons of hot glue along the perimeter of the mat. About one inch from the edge.
This is the rubber mesh material that others, above, have referred to. It is sold as rug gripper padding or lining, to be put under scatter rugs to help make them non-slip. However, there is no guarantee that they will be slip proof, or that the corners will stay adhered to the floor enough to not catch on walker legs.

Is this bathmat for inside or outside the shower?
If inside the shower, strips stuck to the bottom of the shower would be an answer, or have you considered a bathmat (inside the shower) with suction cups, a heavy duty one. We purchased 1 at Bed, Bath , and Beyond. It is not pretty-plain taupe colored-but is very functional and grips well. When done, just take it up and stick it to the side of the shower with the suction cups at one end or drape it over a horizontal grip bar to drain out.
Sometimes you have to give up on a pretty item for a functional purpose.

Such a pretty bath mat in the picture, perhaps it could be made into a wall art piece, that way she could enjoy the beauty in a different way.
You could even use peel and stick Velcro to keep the rug in place.

Add a Dollar Tree mat to it. They aren't very heavy but are very slip resistant and should do the trick.

Dollar Tree sells decorative sand in a 1 lb bag. They also sell snack size ziploc bags. You fill 4 of the ziploc bags with sand and hot glue them shut. You then hot glue those bags to the bottom of the rug in each corner. You then hot glue either place-mat from Dollar Tree or section of the rug liner over top of those sand bags. You have now weighted it and added non-slip coverage.
You can attach non-slip materials to the bottom, like a rug gripper. In the end though, if the rug grippers get dirty, they can slide as well. You could try a rubberizing product but I suspect that might melt the foam. I know she's heartbroken, but I wonder if it's too late to return or exchange them and get something different.
You can use Velcro strips or style fasteners which can keep bath mats securely in place. Make use of self-adhesive Velcro and cut it into two-inch strips or longer if your bath mats are on the bigger side.
