rug gripper. it's a mesh type ...lay it on the floor, put the rug over.
Rug pad! Spend the money for the better quality one. The rubberized ones can sometimes stick to the floor and it is a mess to get off the hardwood. Here is a link.

Buy non-skid carpet pad, it's sold anywhere area rugs are sold. I've seen it in Home Depot, Lowe's, BB&B, Target. There is the thin kind that is just non-skid waffle-weave material, and the thicker kind which provides some cushioning under carpet. Just check the packaging or online information to make sure it says safe for hardwood floors.
Ellis, advice is correct, and as she said, make sure what you put down doesn't ruin your floor.
I had the same problem on carpet and on ceramic tile. I tried everything and nothing worked well. Then I went to Walmart and bought a small square container of sticky carpet "stuff". OMG! Now neither rugs move at all. It works great and you find it where Walmart sells their larger area rugs.
