Hi Pamela, the most important thing when building a wheelchair ramp is the upper landing butts and where the ramp hits the ground. The upper landing must be level or within 3/8" of the landing and the same for where it meets the ground at the bottom. A wheel chair ramp can be created fairly simply by using a 4' x 8' piece of 1/2 inch plywood. Use 2'x4's on the back and measure how much rise you need to fit your particular area of access. The framework would need to be either at the edges or about 4" inside the underside of the plywood as well as braced well for strength.

Check with ADA regulations. We built one out of plywood and 2x4 in MIL garage that isn’t compliant but it was a make to fit situation.

Make 2 x wedges of timber to fit from ground to just under step level Then brace them with timber at top, bottom and inbetween, then add heavy duty Exterior Plywood top to bring it up to correct level. NB Better to use screws rather than nails.

Habitat for Humanity in our area builds wheelchair ramps and some of the church groups also do this as part of their community work. There is a lot that goes into building a ramp, I'm a caregiver and I have to get these done all the time. Generally first you have to determine if the wheelchair user will be using this themselves or if you or a caregiver will be wheeling them up and down. You have to take into account the degree of slope, and then if you have enough room to run it straight out or if you will need to create a landing and 2 runs. Be sure to add some 1x3" lumber to each side along the ramp so the wheels don't run off. You also want to add some kind of topping like shingle material or rubber matting to waterproof the wood and to keep from getting slick in the rain or snow. There are a ton of videos on YouTube for calculating and picking the right type for your home.

Most important aspect here is getting the angle correct. Check the ADA requirements for the type of ramp you're looking to build.
