What do they look like now? Do they have carpet on them? Would you be adverse to removing it?
You can paint them whether they're indoors or outdoors. Difference will be the type of paint. Prep will be basically the same: clean, make sure they are secure, sand, clean again then paint. You can paint solid color or designs, depends on how complicated you want to get but basically your imagination is the limit.
I recently found a site that had done their stairs with wood colour going up from dark to light ombre effect. It looked lovely. You could probably use sample paints. Then coat with a chip resistant varnish.
