To ceramic? Remove limo. Add 1/2" cement board to floor, screw in deep, fill in holes and seams with thin set smoothed flat. Thin set your new tile , grout. Wait a week, then seal.
With lino it should be easier because you just need to remove it as it not suppossed to be attached to the floor but if it is make sure to remove all to have the floor as flat as possible.
