Hello Cynthia, Yes as long as you either change the size of the tile or don't follow the same design - don't let the tile lines match the same - start with first tile square over 4 joins meeting.

You need to scuff up the existing tile to get the thinset to adhere and I wouldn't worry about putting the same size tile on top.

just because you can, does not mean you should. If in a bathroom, the toilet seal and all the vanity plumbing will be out of alignment. We had better luck removing the tile AND underlayment, replacing with new plywood for vinyl, or cement board for ceramic. I prefer the solid vinyl, as things dropped do not crack the tile or break themselves. Been there and back.

With new products and technologies I recently found out that large format tile can be place over small format tile. You would need to clean the existing tile real good, Scuff up the tile and wipe it down. Use a latex modified thinset or tile mastic for tile to tile contact. Put thinset on the old tile with a notched trowel. Then butter the back of the new tile with thinset. This will fill any voids and create a suction for the new tile to adhere.
