I have always HEARD no, BUT if formica is solid (no water damage which might weaken it and make it swell) I would personally go for it! I would however, use a loc tight type glue around all edges first where water might possibly get under it, and then the thin-set and the grout should do a great job of addl damage control in the future! WARNING! I put ceramic on counters in front of a dishwasher years ago, and I CHIPPED a front border tile about every 5th time I put dishes in!!!!

Lightly sand the Formica to remove any gloss and roughen the surface. Use tile mastic to adhere the tile. Do not use thinset. It will not hold to Formica. Grout the joints and your all set.

AS above, but before you start, check to make sure that the extra height the tile will add won't mess up anything in the kitchen, like cabinet doors or drawers opening, electrical outlets, etc. Have a plan how to deal with those.
