You can, but if you have recessed grout joints, all of the joints between ceramic tiles must be filled with thinset tile mortar. Apply the mortar with a putty knife or flat metal trowel. Once it dries, you can install the vinyl tiles as you would normally. See article below;

Yes, you can but you’d probably happier removing the ceramic tile first, then laying your vinyl.
I don't think it's a great idea, the vinyl tile will not adhere to where the grout is on the ceramic floor tiles and may eventually crack.
Pretty sure you can do this but you have to level the floor first - ie. fill all the grout lines
I would lay a thin wood or mason broad, you need to glue it down to tiles. Than the vinyle tiles. may in sure every think is level!!!
Any flooring needs a smooth and level surface. Ceramic tiles along with the grout are not flat and smooth. The vinyl tile will not sit right if it sticks at all. The uneveness of the ceramic tile will transfer to the vinyl.
