Remove the wallpaper so there is a solid surface.
Agree. Wallpaper needs to be removed. Tile need a solid smooth surface. Weight of tile will tear the wallpaper off .

I just got finished tearing out 2 tiled walls in my kitchen. all of it was attached to wall paper. The wall paper was probably original to the Sun City AZ build date of 1969. It was so well adhered that it was easier to tear out the drywall. Darn tiles would only chip off a couple at a time.
