I don't know about make the table into a lower cabinet... but it could be made into an island or desk area... a better option for a lower cabinet would be a small dresser... the drawers make great storage... and most of the work is already done... it is simply a matter of matching height and depth.

What is your experience with carpentry? Do you have basic carpentry tools such as a table saw and a chop saw?
If not, then it will be extremely hard to try to fashion a cabinet under the table to any degree that the pieces are level, cut on correct angles, and result in a finished look that will meet with expectations of function.
Attach sheeting around the table top edge with Velcro. Get some kind of stackable shelving to put underneath to store items. My grandmother did this with a free standing sink in a small bathroom so that she could store some things under it. Worked really well, I think she used a sheet she cut down and hemmed. I don't remember how she attached it to the sink, it was over forty years ago! I have seen something like this done with many tables over the years, gives it kind of a country look.
