If you click on "explore projects" then "build" and "fence" you can see several types. I did find this one made from boards, you could substitute your pallet boards for this. If you do not want to dismantle the pallets, use T posts in the ground and set the pallets over them. It would need 2 per pallet but it would be a solid fence! I hope this helps. You would need tall landscape ties or steel beams to fasten them to and put two together one on top of the other high.you might need metal straps to fasten to poles.
Make sure to check the local codes for how high you can go. Many areas it is 4ft. in the front area of the house & 6 ft. on the sides & back of the house.
