To be honest, I would prefer to make a shape from fabric first, then sew/machine the neckties to it! This will then help with stability as ties are cut on the bias and are apt to move in all direction. Hope that helps.
Here is a Youtube video on how to do this, pretty much a zigzag stitch to join them together. Johnavalance makes a lot of sense in making a shape from the tie fabric first, it will make the apron more stable. I have washed ties in the past with dismal results, they tend to loose their shape quickly.
I would sew all to get her thin part to thin part line them up this way the top will be narrow the bottom will flair out. Use 2 ties for the tie around flip top down and slide tie through for the waist tie and sew it so you have two ties together sewn at the tip so it’s long so you could tie it at your waist.

From the looks of it, it looks like an easy sewing projects. Just sew the ties together and add ties to the top and sides.
