What kind of cabinets? Kitchen base cabinets just need to add a back like sheet beadboard, add a top, towel bars, etc. Do a wider top if want to create a breakfast bar, support with corbels or angle irons.

If you want a large one, put the back sides together. You will need to get castors made for the weight of the island you make, I would probably make sure that some of them have locks on them so that it doesn't roll around when you are working at the island. You can use whatever kind of top counter material that you want, tile, granite, wood, whatever. Make sure that you the make one side of the counter longer so that you can have stools at it to eat or have coffee, etc.

What kind of cabinets and how big do you want the island? I know some people put them on wheels. I think they're more sturdy if they are mount to the floor. To do that, you need base cabinets. They are 24" deep and what ever length you want. Measure the inside opening on the bottom of the cabinet. Cut 2x4s and screw them to the floor. Place the cabinets over them and screw the cabinets to them that way the island won't move when bumped. If you're using more than one cabinet, screw them together. As for the countertop, a 1" overhang all the way around is normal. If you want a seating area, 12" on that side of the island is what you'll need. If you go with a 12" overhang, you'll need to support the countertop so ii can support people leaning on it. Corbels are what is usually used. When putting in an island, make sure that you have room to open all appliances all of the way, a minimum of 3' is best so your kitchen is functional and you can move around with ease. You also have to leave enough room for appliances to be replaced, especially the refrigerator.
