You certainly can use shoe storage with plastic milk crates Yvonbe! You could hot glue AND wire them together at each corner and maybe stack them on their sides 3 high or 2 high depending on if you want the storage more vertical or horizontal. There is good spray paint for plastic at the local store which would be perfect to paint them, indeed. Follow the directions closely on the can and hope this works for you. Great idea!

Shoe Storage Milk Crates
Spray those crates, Yvonbe! You could add cardboard or foam board through the center of each crate to create shelves. Glue the cut-to-fit boards in the crates, resting on the plastic ledges inside. Then you can use twist ties or hot glue to stack and connect the crates. You can even paint everything! And 3 or 6 milk crates will make some fine storage—for shoes, sweaters, and purses. I would definitely spray paint the crates. You could even just use zip ties to attach the crates together. You could spray paint the zip ties to match the color you use on the crates.
Push one shoe in each recess. You could spray paint if desired.
