Spray paint them, in color that will enhance your decor. Something that will make you, family, friends say Wow, ever time you look at your dining area. Give them a light sanding, and even out any parts where the previous paint chipped. Spray a primer, or a spray that has primer built in.
Here are some color samples ... the first could be Mat black, shiny, or dark gray, or even navy blue. Different colored tables to see they would all go with. The last photo not metal but the color is super fresh!
Margaret,. Start with some metal paint. Depending on the color of your dining room, match the color up with that. Make sure you have a contrast, such as light color walls, with dark furniture. I'm sure you'll need a primer. Start with turning the chairs upside down, paint them, then stand them upright. Aloha!
Paint them an updated color such as those suggested above.
